In 1996, Sweden hosted the first World Congress against Commercial Sexual Exploitation of Children, during which the participating states pledged to draw up national action plans. This National Plan of Action is a version of Sweden's original plan of 1998, which has been updated for the Second World Congress in Japan. It details various policies to counteract the sexual exploitation of children both in terms of protecting the victims, and targetting the perpetrators through legislation and police cooperation. The Plan highlights the structural nature of the root causes of this issue and the particular vulnerability of children with disabilities. It proposes a key role for NGOs, and counsels raising the standard of skills of those working with children so that signs do not go unnoticed. The Plan undertakes measures in five main areas: coordination and cooperation, prevention, protection, rehabilitation and reintegration, and the participation of children. |
