Paper presented at the Expert Group Meeting on Trafficking in women and girls 18-22 November 2002, Glen Cove; New York.The paper calls for a co-ordinated international strategy against THB in order to establish a proper balance between the actions aimed at protecting human rights of trafficked persons and the action aimed at strengthen investigation and prosecution. However, the protection of the human rights of the trafficked person should be prioritized and unconditional. Emphasis should also be given to a gender perspective as an essential aspect of the human rights approach which should incorporate the principle of the well-being and the best interest of children. The paper looks at best practices at the European level, giving particularly attention at Belgian, Italian and Dutch legislation. |
